INVITATION TO TENDER AND EXPRESSION OF INTEREST

a. INTRODUCTION
1.1 The University of Calabar Teaching Hospital came into existence in 1979, following the need for a tertiary health institution that will render clinical services at a level that meets the requirements for the training of medical students of the College of Medical Sciences of the University of Calabar. Clinical services are available in all specialized medical areas such a surgery, internal medicine, paediatrics, otorhinolaryngology, anesthesiology, obstetrics and gynaecology, chemical pathology, family medicine, orthopaedics/traumatology, dental and maxillofacial surgery, ophthalmology, haematology, accident and emergency, psychiatry, medical social works and medical health records etc.
1.2 in pursuit of the enumerated mandate above, the university sought and obtained funds through the national assembly under year 2024 capital appropriation to execute some key projects namely:

Lot 1: completion of accident and emergency building phase II
Lot 2: roofing and control of structural damage in hospital building Phase III
Lot 3: renovation and upgrade of main theatre complex- phase 1
Lot 4: training of health workers in maternal and child health in Abi/Yakurr federal constituency.

1.3 The University of Calabar Teaching Hospital is therefore seeking for interested, reputable, and competent contractors with requisite experience in the field of construction to participate I n the procurement process for the projects.
1.4 The detailed scope of works/services is as contained in the standard bidding document/requests for proposals prepared for the projects and would only be issued to the technically prequalified/shortlisted bidders.

b. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms cac1.1 or CAC2 and CAC7; Business name with Form BN 1 is also acceptable for consultancy services;
b. Evidence of paid up to date annual returns to corporate affairs commission (CAC);
c. Evidence of Company’s Income Tax Clearance Certificate (or personal income tax clearance certificates of all the partners in case of business name) valid till 31st December, 2024; with minimum average annual turnover of N330 million for lots 1 & 2, and N70million for lot 3;
d. Evidence of pension Clearance Certificate for the Last three (3) years (this requirement is only applicable to bidders whose number of staffs is 15 and above);
e. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is ₦50Million and above);
f. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
h. Sworn Affidavit:
- Disclosing whether or not any officer of the relevant committees of the university of calabar teaching hospital or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- That none of the company’s director is an ex-convict or has been convicted by a court of competent jurisdiction in any country.
i. Company’s Audited Accounts for the last three (3) years -2021, 2022, 2023; stamped by a certified auditor.
j. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letter of awards, Valuation Certificates, Job Completion Certificates and photographs of the project
l. consultancy services: evidence of firm’s current registration issued by relevant regulatory professional body (ies) such as Medical & Dental council of Nigeria (MDCN);
m. For joint Venture/ Partnership, Memorandum of Understanding (MoU) indicating lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letter head Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

3. COLLECTION OF TENDER DOCUMENTS (WORKS)
Interested companies are to collect tender documents from procurement unit of the University of Calabar Teaching Hospital, Calabar, Cross River State on evidence of payment of a non-refundable fee of N10,000.00 per lot, paid into University of Calabar teaching hospital Remita account in any reputable commercial bank in Nigeria.
4. Submission of tender documents (works)
Prospective bidders are to submit technical and financial bid in five set of hard copies each and a soft copy of the financial bid in MS Excel format in a flash drive, well packaged separate envelopes each, and two envelopes in a bigger envelope and addressed to the chief medical director, university of calabar teaching hospital. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and phone number, and dropped in the designated tender box at procurement department of university of Calabar Teaching Hospital, calabar, not later than 12:00 noon Friday, 20th September, 2024.

5. SUBMISSION OF EOI
Interested firms in services are to submit the expression of interest (EOI) for each of the lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon Monday, 2nd September, 2024.

6. OPENING OF EOI & TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon Friday, September, 2024, respectively, in the board room, university of calabar teaching hospital off airport road by cuda, in the presence of bidders or their representatives, while the financial bids will be kept un-opened.
Please, ensure that you sign the bid submission register in the office of the haed of procurement, university of calabar teaching hospital, calabar, as the university of calabar teaching hospital will not be held liable for misplaced or wrongly submitted bids.

7. GENERAL INFORMATION
a. EOIs/Bids must be in English Language and signed by an official authorized by the bidder;
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Applicants should not bid for more than one (1)lots;
d. All costs will be borne by the bidders.
e. The EOIs/Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
f. Works: Only pre-qualified bidders at the technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
g. Consultancy services: only shortlisted applicants will be invited at a later date for collection of request for proposals;
h. The University of Calabar Teaching Hospital, Calabar is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Procurement Act, 2007.
