1. INTRODUCTION
SHELL PETROLEUM DEVELOPMENT COMPANY LIMITED hereby invites reputable and competent registered Nigerian Companies and alliances with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bidders list for subject tender. The contract that will result from this tender will be for the CORPORATE METERING SYSTEMS MAINTENANCE.

The Shell Petroleum Development Company of Nigeria Limited (SPDC), Operator of the NNPC/Shell/Total/Agip Joint Venture is seeking qualified vendors for the CORPORATE METERING SYSTEMS MAINTENANCE.

Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stage of this tender.

2. SCOPE OF WORK
The work to be covered under this contract generally consists of all works incidental and necessary to the successful completion of METERING SYSTEMS MAINTENANCE involving:

• Fiscal/Custody Transfer and Allocation metering system calibration/validation/meter proving and its associated ancillary system equipment.
• Maintenance planning and execution.
• Supply of replacement parts and consumables as required for routine and breakdown maintenance.
• Troubleshooting and re-commissioning of the metering systems in accordance with the applicable standards.
• Specialized service for fiscal/custody transfer and Allocation metering system.
• Supply of all engineers and technicians and unskilled labor necessary for the maintenance planning, installation and commissioning, supervision and maintenance execution.
• Fiscal/Custody Transfer LACT metering system annual recertification.
• Critical spares support to facilitate timely work delivery at the request of contract holder.
• Management of metering and test equipment calibration, proving and validation data and reporting.
• Provide necessary reports of activities carried out.
• Support equipment availability and performance tracking.
• Fiscal gas metering system and Flare meters validation/calibration.
• Troubleshooting and re-commissioning of the metering system after validation/calibration in accordance with the SPDC recommended maintenance intervals and standards.
• Specialized service for fiscal gas and flare meter validation and calibration.

3. MANDATORY REQUIREMENTS
• To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the product Group:
1.10.06 – Metering Equipment and Systems. To determine if you are pre-qualified in the Product Group, open www.vendors.nipex-ng.com and access NJQS with your login details, click on 'Continue Joint Qualification Scheme Tool' button, click 'check my Supplier Status' and then click 'Supplier Product Group'.
• To qualify you must have Valid Nigerian Content Equipment Certificate (NCEC) (i.e. under the latest guidelines to come into force, with first considerations given in order of priority) issued by Nigerian Content Development and Monitoring Board for Metering Equipment and Systems.
• If you are not listed in a product/service category you are registered with NUPRC to do business, contact Nipex office at 27b Oyinkan abayomi Drive, Ikoyi, Lagos Nigeria with your NUPRC certificate as evidence for necessary update.

• Evidence of Legal proceeding against the JV, of financial encumbrances or existing sanctions by regulatory bodies within or outside Nigeria may be inimical to the bid.

4. NIGERIAN CONTENT REQUIREMENTS
• Demonstrate that entity is a Nigerian registered company having greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02, & 07 (or its equivalent; CAC 2.3 2.4, 2.5, etc. ) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
• Tenderers shall provide evidence of Category. 1,2,3,4 or 5 Consultancy & Related Services NCEC, demonstrating capacity and capability to deploy certified trained metering engineers and technicians to execute the work scope
• Provide evidence of what percentage of your key management positions Is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
• Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
• Tenderer shall demonstrate in-country investment (not limited to metering certification laboratory, maintenance workshop) for maintenance and re-calibration of Meters.

5. CLOSING DATE
Only tenderers registered with NJQS in Products group 1.10.06 – Metering Equipment and System as at 23/08/2024 being the advert close date shall be invited to submit Technical and Commercial Bids.

6. ADDITIONAL INFORMATION
• Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under the relevant product/service category – 1.10.06 – Metering Equipment and System
• All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
• This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agent, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
• The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical and commercial tenders. Following a technical review, only technically and financially qualified contractors will be progressed to the commercial tender.
• NNPC/SHELL PETROLEUM DEVELOPMENT COMPANY LIMITED reserves the right to reject any or all pre-qualified suppliers at its sole discretion and at no cost whatsoever
