REQUEST FOR EXPRESSIONS OF INTEREST

The Federal Government of Nigeria through the Federal Ministry of Education has received a Credit Facility from the World Bank toward the cost of implementing the IDEAS Project and intends to apply part of the funds to finance the Nigeria Youth employment Skill Acquisition fund (“NYESAF”). The project will finance the establishment and operation of skills fund using results-based contracting (RBC) to procure demand-driven training (DDT) for targeted youth. Training services provider (TSPs) will be paid for results on skill training completion, certification and job-placement including self-employment. CALL FOR EXPRESSION OF INTEREST (EOI): NYESAF invites expression of interest (EOI) from qualified private and public TSPs to provide skills training in selected sectors across the six geopolitical zones of Nigeria.

ELIGIBILITY CRITERIA: as part of EOI, a TSP is requested to submit a copy of its Corporate Affairs Certificate (if a private entity); bank statements for the previous two years (if a private entity); audited financial statements for the previous two years (if a private entity); evidence of trainings provided for the previous two years; CVs of the proposed instructions; and documentary and photographic evidence of its facilities and the qualifications of its teaching staff. Those TSPs that meet eligibility criteria pertaining to legal and financial status, experience, quality and capacity as determined by NYESAF will be asked to tender a bid.

Procurement will be carried out in accordance with section III, paragraph, 3.14, 3.16 and 3.17 of the World Bank Procurement regulations for IPF Borrower July 2016 [revised September 2023] (procurement regulation), setting forth the World Bank’s policy on conflict of interest.
