The Kaduna State Government, Federal Republic of Nigeria has received financing in the amount of USD 62.80 million from the Islamic Development Bank (IsDB) towards the cost of the Reaching-Out-Of-School Children (ROOSC) Project in Kaduna State Nigeria, which will be implemented over 4 years and intend to apply part of the proceeds for consultant services.

SCOPE OF SERVICES
The services include undertaking surveys, detailed Architectural and Engineering designed for the construction of 102 and rehabilitation of 172 schools in 23 LGAs of Kaduna State. The firm will also be responsible for construction supervision to ensure that the engineering design and specifications, drawings are strictly following in line with the TOR

DURATION OF SERVICES
The design part of the assignment is expected to be delivered in twelve months commencing from 1 October 2024 or date of signing of contract (whichever is earlier) while the supervision part will be spanned over two and half years commencing from of 1 January 2025 or signing of first civil work contract, in accordance with the TOR referred to in the REOI.

The Kaduna State Government now invites eligible consulting firms (“consultants”) to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services

QUALIFICATIONS AND EXPERIENCE OF DESIGN AND SUPERVISION CONSULTING FIRM
The shortlisting criteria are:
i. Evidence of incorporation/Registration with Corporate Affairs Commission (CAC)
ii. Firm’s general experience, qualifications and managerial ability.
iii. Financial/account information with evidence Tax Clearance Certificate for the last three (3) years (2021, 2022 and 2023);
iv. Company’s Audited Accounts for the last three (3) years 2021, 2022 & 2023)
v. Evidence of financial capacity to execute the project including reference letter from a reputable commercial bank indicating wiliness to provide credit facility for the execution of the project when needed.
vi. Evidence of the firm’s registration with relevant professional/regulatory bodies and valid annual practicing license e.g. COREN, QSRBN, ARCON, CORBON.
vii. Firm’s specific experience in Design and Civil works supervision in project to include verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of award, valuation certificates.
viii. Availability of relevant personnel.

The qualifications and experience of key experts shall not be included in the shortlisting criteria. Key expects will not be evaluated at the shortlisting stage.

The attention of interested consultants is drawn to paragraphs 1.23 and 1.24 of the guidelines for procurement of consultant services under Islamic Development Bank project financing (the procurement guidelines) setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected through the National Shortlist in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations/Guidelines.
