1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Distribution Sector Recovery Program (DISREP), and intends to apply part of the proceeds toward payments under the contract for Supply And Installation of Meter Data Management Software (MDMS) to Eleven (11) Distribution Companies.

2. The Transmission Company of Nigeria – Project Management Unit (TCN-PMU) now invites sealed proposals from eligible proposers for the Supply and Installation of Meter Data Management Software (MDMS) to Eleven (11) Distribution Companies. The contract involves the Supply and Installation of Meter Data Management Software (MDMS) to Eleven (11) Discos with the eighteen (18) months completion period. Details of the above descriptions and scope of work are contained in the Bidding Document.

3. The procurement process will be conducted through international competitive procurement using request for proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 5th edition (“procurement Regulations”) and is open to all eligible proposers as defined in the Procurement Regulation”.

4. 5. The request for proposals document in English language may be purchased by interested eligible proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifty Thousand Naira (N50,000.00). The method of payment will be via remita (http://www.remita.net) by generating Remita Retrieval Reference (RRR) in favor of Transmission Company of Nigeria – Project Management Unit.

6. Proposal must be delivered to the address below on or before 31st October, 2024 at 12.00pm Nigeria local time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelope marked “ORIGINAL PROPOSAL” and the inner envelope marked “TECHNICAL PART” will be publicly opened in the presence of the Proposer’s designated representative and anyone who chooses to attend, at the address below on 31st October, 2024 at 12.00pm Nigeria local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposal opening.

7. All Proposals must be accompanied by a Proposal Security of the amount as specified below:
