INVITATION TO TENDER
1. INTRODUCTION
Ekiti State Universal Basic Education Board (EKSUBEB) has been given approval by the Universal Basic Education Commission (UBEC) to commerce the implementation of UBEC/SUBEB 2023 projects under the Universal Basic Education Intervention Fund Programme.
In view of this, the Ekiti State Universal Basic Education Board hereby invites experienced and reputable contractors to tender for the various construction and renovation works as well as the procurement of the underlisted items under the first to fourth (1st-4th) quarters of the 2023 UBEC/SUBEB Intervention projects in Public Primary and Junior Seconday Schools.
2. SCOPE OF WORK
A. CONSTRUCTION PROJECTS
LOT 1 – CONSTRUCTION OF A BLOCK OF TWO (2) CLASSROOMS
LOT 2 – CONSTRUCTION OF A BLOCK OF THREE (3) CLASSROOMS
LOT 3 – COMPLETION OF CONSTRUCTION OF 18 CLASSROOMS (EXTERNAL WORKS)
LOT 4 – COMPLETION OF CONSTRUCTION OF 12 CLASSROOMS (EXTERNAL WORKS)
LOT 5 – CONSTRUCTION OF WATER SYSTEM TOILETS WITH DEEP WELL, OVERHEAD TANK AND GENERATOR.
B. RENOVATION PROJECTS
LOT 6 – RENOVATION OF A BLOCK OF TWO (2) CLASSROOMS
LOT 7 – RENOVATION OF BLOCK OF TWO (2) CLASSROOMS WITH OFFICE
LOT 8 – RENOVATION OF BLOCK OF THREE (3) CLASSROOMS
LOT 9 – RENOVATION OF BLOCK OF THREE (3) CLASSROOMS WITH OFFICE
LOT 10 – RENOVATION OF A BLOCK OF (4) CLASSROOMS
LOT 11 – RENOVATION OF BLOCK OF SIX (6) CLASSROOMS WITH OFFICE (STOREY BUILDING)

C. WATER SUPPLY AND SANITATION PROJECTS
LOT 14 – DRILLING OF MODERN BOREHOLES WITH GENERATOR, OVERHEAD TANK AND FETCHING STAND
D. PROCUREMENT OF FURNITURE ITEMS
LOT 15(a) – PROCUREMENT OF NURSERY FURNITURES (PLASTIC) TO ECCDE CENTERS

3. REQUIREMENTS FOR TENDER
Interested contractors must submit with their tenders the following documents:
i. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7
ii. Evidence of certificate of registration with Ekiti State Bureau of Public Procurement expiring Tuesday, 31st December 2024; visit https://protal.bpp.ekitistate.gov.ng. For requirements and online registration.
iii. Evidence of certificate of registration with Ekiti State Local Content.
iv. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2021, 2022 & 2023)
v. Evidence of payment of three years development levies for 2021, 2022 and 2023
vi. Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December 2024
vii. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024
viii. Evidence of registration with Ekiti SUBEB
ix. Company’s Audited Accounts for the last three (3) years 2021, 2022, 2023
x. Evidence of financial capability to execute the project including reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
xi. Evidence of relevant precious work/project satisfactorily executed and this include: award letters and completion certificates as evidence of executing the projects as well as list of similar jobs handled in the past in terms of scope, size, cost, structure and complexity.
xii. Company’s Profile indicating its activities, with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.
xiii. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm letter head paper.
Each would-be bidder is expected to pay a non-refundable tender fee of N10, 000 for each of the lots.
4. Tender documents and additional information are to be collected from the office of the Director, Procurement Department. Interested contractors may tender for more than one lot separately and should note that failure to include any of the requirements above renders the application invalid.
5. All valid tender documents should be neatly packed and submitted in sealed envelope marked “TENDER FOR THE 2023 UBEC/SUBEB INTERVENTION PROJECTS” and addressed to: THE SECRETARY TENDER’S BOARD EKITI SUBEB, ADO EKITI. Not later than noon on Tuesday, 22 October 2024. Late submission of tender document will not be entertained as the bid opening ceremony will take place the same day at the Ekiti State Universal Basic Education Board SUBEB premises in the presence of all bidders in attendance.
6. GENERAL INFORMATION
1. Bids must be in English language and signed by an official authorized by the bidder;
2. Women – owned and Women-led Businesses are advised to apply as part of EKSG’s commitment to create a diverse and inclusive portfolio of vendors
3. Prospective bidders are invited to note that in line with the affirmative policy of the Government of Ekiti State, Qualified Women-owned and Women-led vendors shall be strongly considered
4. All cost will be borne by the bidders;
5. The Ekiti State Universal Basic Education Board (EKSUBEB) is not bound to pre-qualify any bidder and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007 and or Ekiti state Public Procurement (Re-enactment) law No.4 of 2020
Note: contracts originally awarded are not transferable.
Note: further to this, contracts with history of abandoned projects need not apply.
